I was also facing similar issue yesterday - Safari and Chrome:

PayPal customer support said, I need to clean cache memory... still didn't work. Might be a technical issue at their end.

Sometime clearing cache will not effect imminently. It may takes some time..
Don't worry if it's a cache issue then I'm sure it will solve after few minutes or within few hours..
Just clear your browser cache and wait patiently.. Or you can flush your dns also..
To flush your DNS just open CMD on your computer and write the following and hit enter
ipconfig /flushdns
Hope your issue will fix soon..
