Did you test with your cellphone network?

No i didnt. but i dont have for moment.

Yeah it happened today.. just clear your cache, history and data
And try again in new window or in incognito window. it will hopefully open.

Well. i Actually conected with an vpn and disconected again ( after disconnect unistalled ) i got again my ip but it shows me this now

Access Denied
You don't have permission to access "http://www.paypal.com/" on this server.

But i am curious because in paypal.com it shows me [US] that was the proxy i conected.
Now i checked at WhatIsMyIp and it shows no proxy connected and its my own IP

Well, yeah i initially used my account with regular ip on chrome. but it was not working yesterday. but when i cleared all things and run vpn then through google search, i was gone for paypal login and it appears and opens.

Well. basicly i dont want to use VPN to my account because this can suspect my account.

This issue is all over Google search, if you do a search with the error message, you can see. You can't really do anything else than changing ip, clearing cookies/change browser, flush dns. If that doesn't help, time will more than likely.
If you're using Firefox, you can try this: https://support.mozilla.org/en-US/questions/1037945#answer-668672

But pay attention that you tried to access the http version of PayPal last time, when you should try to access the https version.

WHat is going on with this PayPal. Now he show's me the same thing as in first post again

Go to your control panel, change your network adapter settings IPv4, select 'choose/select my own dns', 8.8.8.8 on the first column and 4.2.2.4 on the second column. Thank me later.

Again not working. i did it and it is nto working

Do you have negative balance? They may block your account.
I have experienced that they even don't allow to reset password.

Yep! VPN is the reason I guess.. Try to access from any other network or try from your computer without VPN..

Its 100% IP issue. Use some good vpn like HMA and it should not give any problem

I was also facing similar issue yesterday - Safari and Chrome:

PayPal customer support said, I need to clean cache memory... still didn't work. Might be a technical issue at their end.

I think this is different issue than OP. You are not able to send money but for him, the website is not opening

That's true. What I am trying to highlight is that there are some issues going on with PayPal (Hope so). I read similar posts on BHW couple of days back also.
