Expired domain into PBN

Anyone can advise how to recreate a PBN the best way? Is it better to recover its latest visual version + content (all of the pages included) OR install a wordpress and add a content that is closely related to both its previous and my actual niche?

For me the best way its recover site structure with content. But faster way its to create wordpress. In case of wordpress you have to rembeber about redirect all 404 pages on main page. You can use very simple plugin - "404 to 301"

It's up to you, but just remember that using the old content can get you in trouble. You bought the domain. That doesn't mean you have the right to the old content. Technically, that is still owned by the old domain owner and you will be violating their copyright.

What are the chances that they a) would ever notice and b) want to take legal action against you for it? Probably slim, but it can happen. "Oh I didn't know. I'll take the content down now," is not a legitimate excuse that will keep you out of trouble if they initiate legal action.
