Adwords VCC

Hi, last 2-3 week I have some problem with creating new adwords accounts. They suspending accounts instantly reason the billing activity. I think my VCC not working. Please advice whitch VCC working well

My vcc works with adwords. But bing patched it unfortunately. Not sure if ill continue selling my vcc or ill just use it for farming adwords accounts
