Japanese doesn't pays very good. Why don't you use Adsense for it?

If you are not against popunders - try propellerads.com
For me their cpm rates are higher than popads on most asian countries.

if it's JP traffic why don't you try any local networks ? I'm not that strong in the JP market but i used to work with Gennie they might be able to offer you something. Rev content might also be relevant

It depends where you buy traffic from and what kind of traffic, but it can be as low as $0.10 right up to $10-20 CPM.
