I would correct the statement by facecloaker team. Facebook is using third party volunteers (free service) to validate ALL the ads. This means that all ads will now be reviewed by HUMANS instead of machine.

This seems impossible to cloak against. Maybe if you had a large network of honeypot ads, you could detect the initial reviewer before ads went live. But still, it's not like you're gonna keep the same reviewer and it really depends on how large the team is whether you could even get a decent sized block list. But if it's just random people volunteering their time, the percentage you'd catch is tiny.

I won't be surprised if humans are used for reviewing the ads even if the workload is tremendously alot, all it takes is to group the advertisers into categories and focus on the lower tiered advertisers. The top advertisers like the big brands and those that spend big amount of advertising dollars usually will have better ad quality to protect their brand image. So Facebook can safely ignore them. So what is left is the smaller advertisers. Bearing in mind that at least 80%of ad revenue for facebook comes from only a small percentage of big advertisers, the small advertisers is not really that important to Facebook so they can be subjected to manual review of ads easily and taking their time to approve the ads.
Larger/legitimate advertisers will have less competition. Even if FB loses temporarily, they'll gain in the end.This may be true. But Facebook is running out of ad space to show their ads. This means bad news for shareholders who want facebook's ad revenue to continue growing at the same pace that it has over the past year ( which has been insane growth). Facebook itself will soon have to put user experience behind them if they want to continue to increase their ad revenue by either shoving more ads causing people to get annoyed faster OR they can up the prices of traffic. Obviously the first option is more realistic as it generates more revenue BUT it will be a huge step for facebook who has always put user experience first.
The online ad space especially on facebook is at a turning point and it will be interesting to see how they manage to deal with this growth issue which they have already publicly admitted many times and see how it affects cloakers and smaller advertisers.
