You can use spin rewriter for T1. Rest of others not even worth to try except wordAI turing which is bit pricy than spin rewriter. You won't be able to find a free good spinner.

By the august it should be integrated in scm. Api acess yes, on request. It has bulk option for spinning multiple articles from a zip file.
You can easily create your own content spinner. Just tell your tool to parse a string and look for an identifier such as "{}" Tell it to count the number of words or phrases between your identifier and separated by another symbol such as "|". Then tell your tool to return a random value between the count of items max and min. Thus when you build your string {hey|Hi|Hello} will return a random hey or hi or hello. LOL.
As far as posting the content on your website... Pretty straight forward with a tool such as visual studio. Just make a simple webbrowser app. Or even webrequests. Tell the tool to log in and post... Even with a timer. I could write all this in about 5 - 6 hours...
