Best ad network to run tech support

Have been running tech support pop up ads for sometime now with no proper responce
Can u guys pls suggest Which will be the best network to go for

bigger companies like propeller have more legit traffic. small and cheap companies are usually bots so forget to get response there.

Can u help us with setup of tech support campaign on these networks
If yes it would be great as lost close to three months

Tried Propeller , Exoclick , Trafficjunky , Trafficholder , Plugrush and few other networks too ... In starting they give atleast normal traffic after that only BOTS.

Do it via running cloaked campaign over Adwords , Facebook .

Adcash has the biggest US traffic for pop under ads.

Doesn't support tech calls . Tried running campaigns over there too.

Try with google and bing ads with cloaking.
