'Newbie+' isn't actually a title. You're still be a newbie, but after 15 posts you can post links and send PMs.

Your title won't change until you've made at least 50 posts, at which point you will become a registered member.

You should be able to see a yellow button saying "Start New Conversation" when you click on someone's profile or at the top of your inbox.
