That I can do ,but issue is other people not even editing video and uploading it

Your content is simply getting caught by content ID

Play with the audio so the frequency is slightly changed, also mirror the video (no real difference for people who haven't yet watched the movie). This should stop YouTube from identifying your content as stolen.

They are probably playing with the audio frequencies a little, enough to not get caught by content ID, but not enough to be easily heard by a regular viewer.

Then again, you don't know if they're getting caught or not, its ultimately up to content ID owners to decide what they wanna do. They can block your content if you monetize, maybe that's a reason.

I wouldn't worry about what others are doing, I would just try to understand your own problem and find a fix for it, either way 1) they got lucky 2) editing audio frequencies or 3) allowed to upload under the right circumstance (eg. no monetization)

Thats not a possibility always you will get a strike sooner or later but if you edit out the video then there's a possibility that you can escape the bots.

Y have same video in youtube without X permission
If Z reupload Y's video then he should not get strike ,but here he is getting
