I know Flippa had problems in the past with people registering multiple accounts to warm them up, then they'd go through and sell garbage sites to people. Once the account was trashed with enough bad reviews, they'd move onto their next account. So, I guess that's another reason, but again, legitimate sellers wouldn't need this.Yeah you are right. Another reason could be that those with multiple account has one for selling legit sites and another for selling those junks making $1000+ per month for $250.

Write to them that you didn't know their policy. You will need to confirm your identity (ID scan or something) and they probably unban your first created account. It wouldn't hurt if you are desperated.
Go to a cyber cafe or a public library.
Create a new twitter account.
Then Visit flippa.com, create an account, get it verified using your brother/mother/sister's debit/credit card . Create the flippa account on ur relative's name.
Then verify account using a new phone number.
Ur account should be activated. Then list your site always from a public computer etc. You should be good.

Flippa support is notoriously colossally diabolical. Just google itThey have no choice. They were the website selling leaders and they let their reputation turn to garbage. Now they're drowning in competition.
