Need Immediate Results without website!!!

I am working for my client that didn't offer me website to rank. He only wants phone calls without paying money to ad networks. So what strategy do you think that would work best for me.
If you think cloaking is your answer please suggest me how it works. I don't know about this. I just hear from one of marketing guy.

You can buy phone leads for some industried but they aren't cheap. We need more information about what calls this guy needs

Maybe run social media bots and see if you get any leads from there.

Well I think skipping client is not a good option, try to ask from your client what is the product and how he used to get previous clients or tell us about the client what he is offering so we can advise you better.
