Or maybe you could use search. Should not be that hard task, doesnt need to be techical genius.

google "how to set up captive portal" there are many tutorials.
you need a router that supports it, or you can flash firmware like dd-wrt or tomato to get access to that feature.
you can easily brick your router if you dont know what you're doing. again, many more tutorials are on the subject.
you can get started for $0 in 1 hour timeframe if you already have the proper router

from your word, you want create internet cafe right ? that good income with your idea if you really know how to play in this game..
if you have money to start.. better invest to buy routerboard mikrotik and learn how to use Hotspot function ( mikrotik function )
with that function, you can create secure hotspot ( bandwith management, landing page, coupon and more feature )
first time i start this business cost me ( $ 1000 - $15000 ) for server, tower, cable and other infrastucture.
