[Ask] Sim-Card Verification IG Accounts

Hey guys,
I recently received 20 european Sim Cards for PVA verification.
In addition, I use semi-dedicated proxies ( also European) to hide my IP and to create multiple accounts.
I heard that Instagram changes a lot in their system so I have a few questions before I use the new Sim Cards:

1. Do I have to change the numbers like for the first account I use: 017612345 and for the second account +4917612345 ?

2. Can I create more than 2 Accounts per number and ip?

3. In the past, I only created accounts via Bluestacks/Tweaker-method, now I want to create them only in Browser with different ip.
Is this save or should I rather use Bluestack again?
