Old accoint with no activity is useless but old accounts with selling history can take more abuse before getting banned.

Disagree. Unless you mean no activity at all. If you have watchlist and question activity I have had many accounts grow to 15-20 feedback and money is no longer held by paypal. I just listed on a 2013 and sold 10 items the past two months on an account and have 15 feedback. No money being held and now raised to 50-2300 selling limits which you wont get with a new or newer account.
