there was some chrome apps that worked perfectly, but now they don't

hmm you can download bluestacks and install instagram in there. You can pretty much do all of instagram's functionality

If you have windows 8.1 / 10 you just to to Store -> Search for instagram and log in, and you have the same option as in phone. Just try'it
