I'm not sure how it works in the UK, but in the US when you change your name, your old name is still "attached" to you in some way. Usually the government keeps a record of it, but if you live in a place where you have to post about it in the newspaper, Google will pick up on it and rank the page about your name change for your new AND old name.

In my case, my name change was posted on the newspaper's page that cycles through different court dates before being removed, so it's really just an issue with Google's cache at this point since the information is no longer available on the live page. Nothing a quick visit to the Removals tool can't solve.

Going back to Mr. Floate, let's also not forget that his image is still on the page. Somebody would be bound to recognise him eventually. So even if he did go that route, his Wikipedia page would just be updated with the new name.
 
Look at the edit history. It appears he's been doing a bit of ORM himself. Someone's trying to bury the worst parts of his story.

What if the person goes through witness protection, and changes his/her name? Just curious.

If the cached version of the page is outdated, you can request a "removal".

All it does (in my situation) is remove the cached version along with the snippet in the SERPs and refresh it the next time Google crawls the page.

If the page is still available, it will remove the currently cached version and snippet from search results. The page can still appear in search results, but without a snippet or cached version. The cached version and snippet will be refreshed in search results the next time Google's crawler visits the page.

You are changing your name to conform to your gender identity. If so, make sure to check box 6 on page 1 of Form NC-100. You can find out more on item 7 on page 2 of Form NC-100.

You are changing your name and you are in the State Witness Program or you are in the address confidentiality program and are changing your name to avoid domestic violence or stalking or are a victim of sexual assault (or asking for a name change on behalf of a victim of sexual assault). If this is your case, make sure you explain in the Attachment to Petition for Change of Name (Form NC-110). You can find out more on item 7 on page 2 of Form NC-100 and on the Information Sheet for Name Change Proceedings Under Address Confidentiality Program (Safe at Home) (Form NC-400-INFO).

This pretty much works in other states too. However, there might be some not allowed in New York. Not sure myself. Thanks for the info though. :)

In the UK, you can get an injunction for anonymity if there is a danger to your life. There have been some high profile criminals who have been granted these injunctions (some for life) after their release from prison due to their involvement in front page news crimes.
 
Ah great, they have finally changed the page. I had edited his sex crimes in the page on a number of occasions, only to get them deleted.

All he needs is one letter at the end of his current username to become the Proxy God.
