I'm getting locked facebook accounts

Hello, i don't know what's wrong with my accounts, till of this month many facebook accounts has been locked and ask photo with face !! after provide photo facebook accounts accounts has been disabled. my question how to create new facebook accounts safely and growing these without any hassle. Also anyone please recommend which proxies or vpn i should use?
