Does metrics like Majestic include OBL on website metrics?

As above... If my website is 15 TF, is this calculated including the OBL of the page that actually backlinking me? Or is calculated based of the page without OBL?

Do you mean OBL of your site or OBL of your backlinks?
In both cases OBL quality is included in TF metrics. Correlation with outgoing links is not so strong as a correlation with backlinks, however it exists.

TF is more a measure of how many degrees of separation you have from a seed set of trusted websites. I'm sure there are probably some other factors in the secret sauce, but the heart of it is how far outside of the trusted sites your website is.

Erm....I think you're wrong. From what I've seen, the more OBL on a page the less TF passes from each link. In fact the effect is the same whether they are internal or external links.

Well, I can show you some TF40+ domains that have all their links from various "link/resources" sections that have hundreds of OBL and yet, they have TF40+, so as far as I know, it's not taken into account. If it were, my life would be easier. Though, this is a presumption based on what I wrote, I will gladly be proven wrong.
