I have paid for it and have to wait several days, because seller had some issues, which I said to that is fine and I understand.
Than after almost a week from paying I have received my acc. I have setted up the campaign via his tutorial to not get banned and my account got insta blocked after launching my campaign.
Someone else here had the same issue, so I have pmed the seller, but after two days he replied that it was not his mistake.

I don't mean to interfere, but I opened an account on bing ads on MY name, with MY card and MY real credentials, and it got banned right after the campaign setup.
They didn't tell me the reason but I guess it's because I tried to sneak a weight loss offer (although I didn't use the exact phrases, I tried something like recipes or cooking).
Also, one account of mine got banned because I tried quit smoking related keywords, saw it won't work as bing flagged it as inappropriate, deleted the campaign, set up a good one, and it got deleted anyway.

All of our accounts are created the same way, get banned after creating campaign = its the campaigns fault. We can only guess and try to figure what caused it to prevent it happening in future.
The reason we place test campaigns and wait for impressions on it before selling is to make sure account will work fine.

There could be a number of reasons why bing didn't like your campaign and decided to disable the account. Just because you used unique content, didn't catch emails, used keywords you think are OK, doesn't mean bing won't disable your account. If they don't find your ad or landing page suitable to them, say goodbye to your account.
