You didn't specify all the details - if you want to send 1kk messages from ONE Twitter account just like that it's just technically impossible.
You should have tons of Twitter accounts to send that many messages in a short period of time - although they will most likely get blocked after doing that, because of the spamfilter (as you have said - you want to send ONE message x 1 000 000).
