Not sure, why you are looking for an SEO guy to promote your local business..
IMO you better improve your business reviews and by business reviews I mean, legit reviews.. So that you can increase the number of new clients and retain the existing clients.. in turn improve your ROI..

Another thing is, once your business is having better reviews, you will see Google is showing up your business and website higher in the search results..

Thats exactly what we do.. but I am not going to say, I could help you, till the time you are purely focusing on content and links etc..
