Are we talking citations like G local, yelp, yahoo, yellow pages, insider pages, kuzdu, merchant circle, etc etc?
I've always outsourced those in stages (like 95% of them).
First I do the top 10 citation sites on my own. I have a small excel sheet for this and completely fill out all the profiles. Generally takes a few hours.
Then I outsource the rest. This is the first guy I go to. Although he's more than doubled his prices over the last couple years he still does a better job than anyone else on fiver.

When I order I upload my excel with the few top sites I did on my own. Then I tell him, "I'm going to order your addon 30 citations in 2 weeks, I will send the report back so you know".
He USE TO do 47 citations manually (32 up front for $5 followed by 15 for $5 addon) for $10 now he charges $25 for 46. But back in the day he was busting his ass for a like a full year just to build his reputation. There are other gigs on fiver that do local citations but none are close to that guy. Never any typos. Never any mistakes. Always done perfect.
After I get the first batch built I wait a couple weeks. I basically just search the NAP twice a week until I see most are indexed.
Then I move on to another guy who's site I can't find and just wasted like 10 minutes looking for the boomark. But I know I have his site in my email.
He sells 4 different packages of manual citations. Something like 60 - 120 - 240 - 320. I think the prices are $30, $60, $120, $150.
I don't order through his site though I email him for a custom package. I send the previous report of 47 citations then tell him I want 240 citations done in 3 batches of 80.
He charges me $50, we do 1 batch (this is like 3 weeks after the first guy). Wait a month, reorder. Wait a month, reorder.
So in total I get over 300 manual citations done over the course of almost 4 months. Costs $175.
The goal for me when I do this has nothing to do with ranking my site but ranking G Local.
When you combine this strategy with review arbitrage you can rank in G Local easily. I'm no expert at SEO but ranking G Locals prominently is really easy. It just takes time and consistency.
And for people who say your site has to rank for your G local to rank that's rubbish. Enough reviews and citations will outrank anyone even if your site is ranking on pages 3-6. Just keep in mind that time plays a huge factor in getting those leads. The older your G Local gets, the more reviews you collect on all the top sites, the better and better your conversions and CTR will get. For instance, it's much better to rank #5 in the local pack with 3 times as many reviews as anyone else than to rank #1 with no reviews or just a few. I've been in all sorts of different positions in the local pack and those reviews are gold. More valuable than anything else you can think of.
You can also fake reviews on other sites very easily. Like insider pages, merchant circle, kudzu, yellow pages, yahoo, etc. That way you save all your real reviews (or reviews you ask friends for on FB

) for the top 2 sites (G Local / Yelp) and use the less important sites just to boost your ranks. FTR, I put Yelp above Yahoo because we rank #1 on Yahoo and Bing (organically) but get more traffic combined from Yelp. And keep in mind I own all the sites I do this for. Even though I've met tons of business owners who've said, "I don't give a shit about fake reviews I just want leads leads leads!" .... they may try to blackmail you, sue you, etc. I really doubt that would happen unless you're an idiot. But if it's ever brought up and a business owner wants it done, record them on the phone talking about it, or tell them, "I'm gonna make you sign a simple contract encase you try to blackmail me down the road". No way in hell anyones bringing you to court if you have them documented begging for fake reviews.
