You could also open a VPN connection, connect to a RDP with that VPN connection, open a VPN connection on the RDP that you opened with an active VPN connection, then open TOR using that VPN connection that you started on the RDP that you connected to by connecting to a VPN!

Yes, that's actually essential for using TOR with any shred of safety.
Turn on VPN, then open TOR and browse. There's plenty of other things like disabling JS though if you really want to stick it in hard.

You should use VPN, tor browser than connect to vps that have previously purchased with bitcoin. I guess this will provide more anonymity.

No, you should never use more than one condom at a time. Using two condoms actually offers less protection than using just one. Why? Using two condoms can cause friction between them, weakening the material and increasing the chance that the condoms might break.

Hiding from ISP and Government, then, yea, use a good vpn then Tor
Just for privacy and bypassing blocked websites, then Tor is more than enough
