how to upload artwork public

I just uploaded my very first artwork to steam, but I can't seem to get it public. I tried to click on manage artwork on my art list and set it on public there, but it didn't change a thing. It's currently set to friends, but I'd love to put it to public. When uploading artwork I only get the...
