Youtube views / subcribers panel

Is there any panel out there that can currently do Youtube views and youtube subs?

Requirements for views:
- Starting time max 6 hours
- delivery speed: min 5k views /day
- high retention (50%+)
- price: max 0.9$ /k

Also I need the views do be high quality, I dont want them to hurt my search ranking.
