I used to have a site online a while back that inflated youtube views, pretty heavily.

I'm going to put one back up, but I'm looking for advice on planning.

To count as plays now the video has to physically have the PLAY button pressed right? and it has to have a certain amount of impressions or it gets stuck?

I was using twiends, but they didn't like my video since it has a copyright song in it? I believe is why it was turned down. Which really makes no sense to me, most of the videos on there have it and they do nothing.

So over all, I just need the answer from a reliable source. If I put my site back up and implement a manual play button, and then let users use a macro to play videos, should they count correctly?

Nope. If they view it over 40 times a day, all of the 40 will be turned to 1, and the IP will not count views anymore. That's how Viewet got patched.

For example; a user views it 39 times, all of the 39 will be counted - But if he views it 41 times, it will be counted as 1, and the rest will be removed, and all of the other given views within that day from that IP.

The "40" is flexible, so do not think it's 40 always. Sometimes it's up to 200, sometimes 30-40 ...

This is what I mean, YouTube is going too far...many people actually watch some videos over 40 times, e.g songs. This is unfair to the artist, because they deserve the views, and if they are getting taken off them its just stupid.

Eventually they will make it even worse..

The recent YT changes tend to lean more towards the fact that a users IP can only watch so many videos before it loses it's uniqueness and YT ignores that users views.
