Is it true that longer videos rank better that shorter?
I don't have such problems but I think it depends how you use it

not much of a ranking factor itself. Watch time is a key factor for ranking. If you have a long 10min video and someone watched the whole video that would be 10min watched time. But what happens when someone watches your 5 min video twice in the same Watch Page w/o refreshing the page? That makes it 10min watch time as well.
Focus on Long-time watch rather than the lengthy videos because the long watch time session is the important metric to ranking on youtube.
The advantage 10+ minute videos have is the ability to have mid-roll advertisements. However, lots of people won't even bother clicking on a 10 minute video. I prefer just posting shorter videos and having a higher audience retention. Basically, YouTube ranks videos higher according to total watch time.
I would bet that it varies from account to account for signed in users. If you tend to watch shorter videos then they will tend to show you shorter videos... at least give a boost to videos in your sweet spot.
Of course video length is more important factor to rank the videos.
The goal of the YouTube is to provide highest quality content to its visitors,so they will keep coming back for more.
The factor that tells YouTube that people like a video is the average watch time.
For example, if you have 5 minute video you want people to watch as close to the full 5 minutes as possible.
