You mean phone verify the YouTube account in which you have the channel in which the shorts video is in ?
In that case, phone verification does not impact video rankings.
However, if it a YouTube channel that you would use for long term and intend to have YouTube's monetization, then it is better to phone verify that YouTube account.

Based on my experience no you don't need to.

On YouTube, phone verification allows you to upload videos that are longer than 15 minutes and customize your video thumbnails.
But, to be clear, phone verification doesn't mean you get a verification badge.

How many shorts can one create on one phone? Do you experience issues of limited views if you run many channels? Does managing channels under one gmail cause issues of view limitations?

you need to manipulate the video a little bit to avoid that and prolong the channel age

youtube will block used content under used content policy scheme .
you can get round it some what, but they catch up in the end .

but if you do some modification YT will consider it as new and it won't take copy right if you want give me any YT video and I'll modify it and I'll show you it will work
