YouTube Partnership - Can we monetize re-uploaded videos?

    Can we monetize re-uploaded videos downloaded from other channels? Will Networks accept us and allow us to monetize such videos?

    I don't think this would work as you have to own the copyright of the video in order to use the partnerprogram. Can anyone confirm this?

    Theoretical you have to own the copyright, that's right. But it's impossible for Youtube to verify who's the legal owner, if the legal owner does not tell them. Let's say you upload a kitten video, how do you expect Youtube to determine wether it's yours or someone elses? The date of upload is not a good decision guidance. Even if someone else has upload it before you, that does not automatically mean that this person is the legal owner and you are not.
    They sometimes ask for a proof once you try to monetize a video, but not all the time and there are ways round the problem.
