yes i know this but this is what i need regardless - im not going for long term organic growth

It doesn't work for every keyword. He's lying about that. But you can manipulate high retention and dwell time, comments, likes, subs. Referral traffic and CTR. That will rank fast for most keywords. If they are using panels that do 10-30 second views you can outrank them with 100's of high retention views even if they are running 1000's of panel views.
 
It's possible, it's my main business, and I artificially manipulate keyword rankings.
