Have you tried using an aged account for posting comments? Then try to boost with few upvotes then if it's visible and going up try to put more upvotes.
It also depends on authority of accounts giving likes.
Which panel you used ? If you used a panel on BHW and it did not work the way as promised, you can get refund. You can contact the panel support first and if they do not co-operate you can contact BHW support.

Try to used other aged accounts, maybe it works for your needs. Don't just settle for accounts that is being used before for it will eventually on shadow banned and can no longer bring comments on top. Before I can create 5 or more channels on an account and I use them for some purpose but I never tried lately.
