YouTube and its terrible comment rating system...

So, as far as I know, comment rating is one of those things which are tricky to master in terms of making them botted. However, why is YouTube so terrible at picking it up? This is for open discussion and any sort of information regarding thumbs upping and thumbs downing comments would be useful.

Flagging a comment works like a charm in NO TIME WHATSOEVER but thumbs upping and thumbs downing is such an issue and sometimes doesnt count. As well as this, i legitimately got a top rated comment on a video (last time i have checked it had 2nd most likes on that video). Went on a different account to see if I was actually being seen and what do you know....I was replaced with another video which had no where near the amount of likes I had. So the "top rated comment" is either broken or restarts every day or something?

I've tried experimenting with accounts, but it is so time consuming and difficult to determine what the limitations are. For example, I logged into 30 accounts and thumbed up a comment, few seconds later, ALL the accounts were banned but the thumbs up remained, they were not instant (FYI this was almost a year or two ago).
 
Its not a terrible comment rating system, its a way to keep conversations flowing and to add new ideas to the video i guess. Its like putting a trailer of a movie up on tv forever, it doesn't happen. New movie trailers will take the older movies place weather or not the older movie is better or not.

Do you know when it is "reset" ?
