Youtube - 200 views per proxy?

I'm using Tube Increaser to inflate views and have read about the 200 views per IP rule.

Does this mean 200 youtube views per proxy and you can never use this proxy again for that particular video OR does it mean 200 youtube views per proxy per period of time (eg 1 hour, 5 hours etc) and then you can use that proxy again for that particular video once that set period of time expires (if that proxy is still working, of course). If so, what is the set time frame?

This is not the youtube section.

It's 200 views per hour per ip. So if you clicked the video 500 times with the same IP, you'd get 200 then it would cut off until an hour went by,

Bingo. If you really want to know the answer to this for yourself, use a copy of Tube Increaser and let it run for a couple days without switching out a given proxy list. It's entirely possible to get 50k+ hits off a list of 100 proxies -- thus proving apekillape's statement.
 
This is a good rule to know. Im about to start promoting on YT and was wondering how many proxies I would need for X amount of views.

So it is per hour. I thought it's 200 per video per IP

I haven't tested this directly, but it seems in keeping with my experience. I've used the same proxy list on multiple videos and still gotten a solid amount of views, so it MAY be true. Can't promise as I make a point not to repeat too often.
