It's easy on your side in this JV, watch the vids.
I have a way to get whatsapp adds. I am able to convert those adds into dating site sign ups that pay $1-8 per sign up.
I have networks that approved such marketing.
I am an automation guy, I can scale sky high.
On your side I need whatsapp api and some tool.

The conversations are free per whatsapp api Services (initiated by user) page here:

So basically you need Meta business account and some free or low cost tool and some numbers, may be sms verification sites will work (or can get some for free from Meta).
I need like 100 numbers, we can start with like 10 for you to see that it's working and then scale up.
