Let's say you are creating some apps for teachers or doctors. ( For local promote) And now you want to promote it what will be the best and effective ways? I made list so far

1. Facebook ads or page promote
2. Offering a free trial or discounted price
3. Make some calls and direct meeting them
4. Hire some marketing team with a commission base?

Do you have any new ideas?

If you are creating something for a specific professional niche like teachers you are best marketing direct to schools.

Your process above is a little mixed up how you contact people is not the same as what promotion you offer. So i would do 2 and 3.
 
Combine 2 and 3. Let a small group work with it in the beginning so they can give you feedback as well for improvements. If you involve them pro-active they'll feel like they have contributed to it: They will highly recommend it to others in the same profession as well.
 
Call up some Journalists in your area, say you are the next best thing and you want to give that journalist the ground floor interview. Do this for ever journalist you get in contact with.

3 and 4, 1 is not working because of very targeted niche and 2 partially works (the free trial one), a discount is for something that widely available commodities that is already known the benefit from it
 
Let them get the best out of trial period & embed referral system to spread the word.

New idea thanks. also can rent some Youtubers in local
 
I would find a influencer that has a really large following with teachers and affiliations with children's school and clinics and I would pay them to talk about it and review it. I would also make fake review videos and post them on youtube.
 
You definitely can sample out teachers in your local area, contact local schools/universities, and ask them to give you feedback in retun of getting the service for free for a month or something. Feedback is important in that you can finetune your service so that it becomes a lot stronger and appealing when you go global
