I might be wrong, but for the best of my knowledge, they can't really buy out TikTok legally.
I'm sure they can monkey their way around this, but normally it would go against anti trust laws or something. You can't really buy out your competition, especially when you own 90% of the market share already

People who think Google is buying TikTok don't really understand how big ByteDance is now. I just visited one of their offices a few days ago and sheer scale of their operation is staggering.
They have well-over 100,000 employees now and might close in on $80 Billion USD in revenue this year.
Nobody's buying them out.
