xrumer - what is it and how to use it.

I am seeing posts about xrummer. one of the guys tells me he can deliver 100s of links through it.
For a website that is newer with minimal links is it suggested to use this service?
How about for an older website with about 400 links plus?

Any info would be appreciated

 

It creates backlinks by posting on forums,blogs,guestbooks etc...

Not reccomended for new sites
