Have they decreased the 15k monthly maximum? I've had some accounts fail on me before hitting it recently.. Anyone else had this problem occur?

yep bro
they will make it in future too
they think, they're fighting with bots, so they will decreased it more
or later will make it paid for biggest limits

This is probably the case. Probably time to do some test and start getting used to the new caps on activities.
