[WTH] Want to hire a voip expert

I know nothing about voip so this may sound really strange.
I think this must be very simple for someone with voip knowledge.

I need someone to guide me and setup the following:

-I want a real gsm sim card to receive calls

-When someone calls that number I want the call transfered to voip

-Then transfer to another voip number

-And finally send from the last voip to another gsm number
 
One of my friends owns BizRinger.com, which is a VoIP company. He can hook it up, how much will you pay?

I have no idea about the costs. I have to pay what a qualified person asks. Can you ask your friend to give me a quote? And also about the equipment I need to buy.

You can do this yourself, just setup a google voice number a Skype number and get yourself a virgin mobile prepaid phone, and done!

Google voice is free
Skype numbers cost $10.00
Virgin PP Phone cost $30.00 plus Credit.

If it is for stealth purposes (which it looks like so), why so many phone call routing? you may also lookup eVoice it offers packages and trials, just saying, hope it is for doing pizza pranks and nothing illegal.

It's a "little" more complicated than what you say.

I want to force all incoming calls to sim card 1 to go through voip to another sim card 2. I'm not sure how many re-routes are necessary.

I can tell you more details. Nothing to hide here.

The whole idea of re-routing through voip is to avoid cell phone company to know that the call was routed to another phone/location. It should be apparent to cell phone company that the call was answered on the location of sim 1 when in fact it was answered on sim 2 location.

Is it understandable to you guys? Like I said I know very little about this subject so I don't know if a better/less complicated solution exists.

If it does I'm all ears.
