Ive build a new WordPress website.

I placed a cool popup form on the menu tab.

It seems everyone I speak to can see this form popup BUT I cant.
Ive tried 4 different computers in my office and it still doesnt appear.
Ive tried restarting router, reinstalling browsers, clearing cache BUT still the problem persists?

WTF should I do Im pulling my hair out with this problem for 4 days now?

This may sound like a strange suggestion, but have you tried visiting your site whilst being logged out of your wordpress account?
Do you have any plugins that add / restrict functionalities to logged in users?

If you're unable to find what's causing this you can always open up a support ticket with the creator of the plugin you're using or pm me and I'll gladly have a look.

did you paused "adblock" in browser ?
if you use a wp cache plugin then there will be a "clear cache" button in it.
