Wtf is this loop thing on my pc screen?

Okay so this loop kinda picture thing (I dont know how else to explain it) has been on my pc screen for the last few days. I noticed it a few days ago but I just let it be, I thought it was no big deal. Well today is still there and it is really buggin me. It is just on my PC screen and it wont go away. Like I cant click on it or anything it is just there. Look at the pic of it below. I seriously feel like I am being watched, idk but at the same time I feel it might be something stupid. Either way it is bugging me and it wont let me concentrate, any ideas? look at it I just took a pic of it while I was writing out this post.

press your scroll button on the mouse, probably its stucked lol

my mouse's middle scroll button are set for zooming, and uses this icon, maybe your driver soft fucked up or w/e
