How low would you go depending on the CPC? if the competition was low and you thought you could easily achieve the top spot in google?

i am tempted to go for a 1900 USA exact match 2 word phrase with a cpc estimate of over $13.

i would go for it even if the cpc is just $1, provided it is easy to get to the top

now it is $13, i'm really not sure what are you wait for :)

Are you sure it's $13 cpc? Some tools will give you exaggerations... If you can easily rank a site for the keyword then sure. But don't be surprised if that $13 is $0.13 actually for AdSense...

The CPC was from the google adword tool, i have identified a further 9 supporting keywords all saying over $7 CPC according to the google keyword tool.

Where elce should i look on the adsense CPC?

Make sure it is exact match and remember that the CPC is only an estimate. Take a look at the trend, if there is a steady history of traffic then go for it. Also make sure that there is some competition for your keyword. Google it and see if any ads appear, if you can't see any it probably means that the keyword is not profitable and although it has a high CPC it is pretty much useless.

And just because CPC is $13.00 doesn't mean they will only give you ads for that exact match keyword. You would have to establish your site first before they give you the high paying ads. Thats my experience anyways. But even with 20 $1.00 clicks per year, you are paying your registration + hosting so it can still be profitable no matter what if you can get a decent ranking.

I presume the SE competition is within your SEO level?

Go for it either way, you'll learn something in the end.
