    - 20,000 backlinks
    - Registered in 2008
    - DA is 24
    - PA is 35
    - MozRank is 5.5
    - MozTrust is 6

Would you assume the site was penalized and that's why it's not indexed (and it will never be reindexed)?

I'd buy it, but that's just me.

Check anchors - look for anchors like viagra, porn etc. If there are such anchors i would not buy.
Check domain on webarchive.com and take a look what website was before on that domain.

I wouldn't buy a domain with that many backlinks its not natural probably already has a penalty which is why they've let it expire or have it for sale. Check backlink profile and domain history as suggested above, also you can check if its blacklisted by Google already by going here: http://www.dennisnafisi.com/free-seo-tools/google-blacklist-checker/

The domain doesn't have a history of being in some spammy niche and the backlink anchortext is fine.

I'm asking specifically if you would buy a domain that is not indexed.

    I would buy it.
Being not indexed, it's simple to make it indexed.

Is the site currently live? Is it parked?

If the site is live and de-indexed, something is wrong.

If the domain has no content Google will remove it I have forgot to pay domain bills in the past and they have removed me within a few weeks to index it again just add content. Also if the domain has a penalty you will find this out when you verify Google webmaster tools just contact Google and ask tell them you are the new owner and you want to remove all the bad links I am sure they would be happy to help you.
