Is creating a API for a service like Twitter legal? The API wouldn't use Twitter's API, but instead it'd automate Twitter's website.

It depends on the purpose of the API. If you're using something that's publicly available, no problem (generally speaking), however your concern should not be whether such an action is legal, rather, whether such an action is a breach of the TOS of Twitter (which I can almost assure you it is), and what the damage might be for breaching the TOS.

If you understand what the damage might be, and decide to go ahead with it anyway, at least you know the worst case scenario :)
