This is happening more and more recently. I wouldn't do it. I'd just concentrate on being better than my competitors. But I've seen it happen to so many people. Some says it affects them, some says it doesn't.
I wouldn't have a problem doing to Amazon/Wikipedia though! Don't know if their sites would be affected by this.
Anybody feel like pulling all our resources together and spamming millions of links to matt cutts blog and see what happens?
Some people believe it will work, others don't. I don't believe it will work as I've tested it twice and haven't seen anything that would make me believe it works.
To those that say this does not work, they are wrong or have no been sending enough links. Negative SEO is a real thing, and yes, bad karma is attached to it.
If site old i doubt any bad backlinks will destroy it's rank.
You ruin your rep if you do it. People won't forget either. Seriously, what is with all the neg SEO threads lately?

Yeah, it depends on the backlink history of the site in question. If the website is old and has never participated in negative SEO, then it's unlikely to have an impact.
One of my sites was neg seoed so I hit the top 40 sites, I would imagine other people would do the same. So in the end, probably not worth doing.
