Sounds to me like your not serious about your business and trying to go with cheap work instead of quality.
You need to go to scriptlance or gaf if your needing a designer that dont care about quality.
If its web devolopment i would personally seriously reconsider hiring anyone from India. Reason being personally i have seen huge lack of creativity in indian designers. But yes if you know exactly with precise details what u want then definitely get work done from india then all you need is to guide them according to your requirements. (guyz no offense here)

So in your opinion cheap work = lack of quality.....
Right now I work with someone from india that create banners like http://www.20dollarbanners.com/portfolio for only $7/banner
I need someone to design banners, layouts, Flash templates... Basically a variety of things a web designer would do.
