Would it be worth my time to do a-b-c directory submission?

I thinking about doing a-b-c directory submission:

All the links will go TO my main site (white hat)
reciprocal links will be on my semi-garbage grey hat sites (in the same niche), I'll spam for links to build up the PR for the site.

Would it be worth the time (or money to pay for someone) to do this?

I also plan to use these grey hat sites for doing a-b-c trading with people in the same niche. I think a lot of these guys that rank for my term don't know better and will just look at my PR.
 
I'd pay for the service if it doesn't cost too much. It really depends on how much your time is worth.

Try to think about concepts like ROI. How much are you going to get with your investment?

I can probably find someone for $15-20 to submit to a 3000-4000 directories, but is it even worth paying for directory submissions?

What he's saying is it's relative. Relative to your situation, your niche, and your overall goals. What we can say however is that trying your best at the known methods of promotion (like submitting your links/articles to directories) is consistently more effective than not trying anything at all. Give it your best foot forward and don't count yourself out. Spend $20 on some directory submits and the experience alone, whether lucrative or not, will be well worth the dub.
 
directory submissions do work. You can get 20-30 good links that will eventually help your site.
