Would it be suspicious to permanently rotate cpa email submits?

I have an email submit cpa offer on my site. Very few people click it, but the few that do are only submitting their email. They aren't filling in the second page with the name,address,phone..

I know that many of these email submits pay like once per day for just the email. If someone completes the second page then it kinda starts over and I can make a profit of just the email submit again.

So, would it be weird if I rotated like 20 "converts on first page email submit" offers from 1 network. If I rotated them, then instead of just making the $1.50 per day, I would make $1.50 x 20 per day.

Would the cpa network think I'm trying to cheat the system a lil when they see $1.50 per day from 20 offers, even after a month?

    ~Thanks for the advice :)

We'd see strait through that you wouldn't get paid and your account would be banned.
We don't sit there all day manually reviewing traffic, we have extremely expensive software
    that does it for us.
And then the advertisers have even more expensive software to catch what we miss.

Then why do the offers pay upon email submission?

Why lie and title it "converts on first page submit"?

Do the advertisers not want the email? Why wouldn't they want me to rotate and give them 1 real email per day?
