Would it be illegal to Publish ( hard copy) a PLR ebook found on internet?

    Hum , well Title say it all LOL Would it be illegal to Publish ( hard copy) of a PLR ebook found on internet?
    I have found a PLR with full rights ( modify copy sell change autor name ect ect ) which is surprisingly well written and full Of useful info .
    After some correction and rephrasing i would definitely BUY a hard copy of that book myself .
    SO i was wondering... What if i could publish it and make money out of that ? Would it be illegal ?
    I know it may sound like a weird question but hey don't throw rocks at me please ! :)

    If the PLR rights state you can sell and modify it then no, it would not be illegal.
    If you didn't pay for the rights then it may be a different matter.

    I was confused beacause PLR is kind of a non-official electronic way to "copyright stuff" so im unsure how it apply to "real life / physical product"
